With 23+ years of experience, Dr.Shilohu Rao is an expert in e-Governance, Law, Technology and Knowledge Management. A notable achievement in Dr. Rao career is the creation of the Digital India Learning Portal (LMS), recognized as one of best Digital Learning Applications in e-governance to build capabilities and disseminate knowledge & skills. LMS Portal has empowered over 55 million users by providing access to a vast library of 21,000 e-content resources, transforming capacity building under Digital India program. He is recipient of “Trusted Partner of GST" from GSTN for his role in GST knowledge dissemination and capacity building while serving at NeGD, Ministry of Electronics and IT, GoI.
Dr.Rao has made significant contributions to Cyber Crime Investigation and legal frameworks on Data Governance , bridging gaps between law and technology through his research philosophy on Data Constitutionalism. Additionally, Dr.Rao guided the development of the nationwide DIVYA Video Conference Solution, enhancing secure communication for government organizations. DIVYA Video Conferencing Application played a vital role in the Faceless Income-tax Appellate Tribunal, a significant e-governance project by the Government of India.
